School Enrollment Process
As our kids get ready for school, let's make sure the schools are ready for them.

The following information has been provided as guidance for the new school enrollment process for all children in foster care. Social workers are required to ensure that every child has the appropriate forms completed and reviewed by CFSA Education Specialist prior to registering for school, which includes students attending:  

  • public schools in and outside of Washington, DC
  • non-public schools
  • charter schools
 
To Get Started
  1. Complete or update all education screens in FACES.
  2. Submit all required forms (as indicated in the chart below) to CFSA education specialist.
Did you Know?
  • Students enrollment at the local school will be authorized after the CFSA education specialist reviews FACES for completeness and accuracy and all required documents have been submitted. A student (with the exception of special education students) may be denied enrollment if this process is not followed.
  • Students attending a public school out of the District of Columbia must have a tuition contract on file with the county's school board where the student attends school.
  • If guardianship has been granted for a child, the guardian has the legal authority to enroll the child directly and independent of CFSA. In this case, the enrollment process/documentation is not required. 
  • If an adoption petition has been filed and the child is placed in an approved adoptive home in Maryland, a Notice of Placement in Pre-Adoptive Home letter must be completed in lieu of the county's tuition contract. All other required documents must also be completed.
  • Incomplete school enrollment packets will be returned.
The new school enrollment process introduces a number of new forms created to enhance the quality of information provided to schools, ensure every child/youth in foster care receives quality education services, and improve the agency’s ability to track critical educational information.  A description of the new forms and frequently used terms is outlined below.  If you have any questions about these forms or a student’s enrollment, please contact CFSA's education specialist.

  • Receiving School – A school placement to which a child/youth is transferring.  Commonly referred to as “the new school”. 
  • Sending School – A school a child/youth attended in the past and from which a student’s records may be requested.  Commonly referred to as “the old school” or “last school attended”.   
  • Student Information Form - Must be completed at the beginning of the school year for every child/youth involved with the CFSA and each time the child/youth experiences a school placement change.  This form provides critical information about the student, his/her educational decision-maker, and the child placing agency.  Both the social worker and the social worker’s supervisor must review and sign this form affirming completion and accuracy of the information provided.  The original document should be given to the school registrar at the time of enrollment.
  • Enrollment/Withdrawal Verification Form - Must be completed each time a child/youth is enrolled in or withdrawn from a school.  The individual responsible for enrolling or withdrawing the child/youth must complete the form and have the form signed by someone at the school who is authorized to enroll or withdraw a student (i.e. administrator, registrar, etc.).  The form must be signed by the school at the time of the student’s enrollment or withdrawal.  The signed form must be submitted to the CFSA Education Specialist within 48 hours of the enrollment or withdrawal date.
  • School Records Request Form – Must be completed every time a child/youth moves from one school to another.  This will ensure that the receiving school obtains the student’s official school record.  This form must be pre-filled by the social worker with as much information as possible about the sending school.  The form should be provided to the receiving school at the time of enrollment.  The receiving school will fax the form to the sending school to request the student’s record.
  • D.C. Student Information Change Form - Must be completed when any of the following occurs: guardianship is granted for a child/youth, an adoption petition is filed, an adoption petition is withdrawn, a change in a child/youth’s educational decision-maker, and/or a foster care/group home placement change.  The form must be submitted to the CFSA Education Specialist within 48 hours of the change.
  • Notice of Placement in Pre-Adoptive Home – Must be completed by the social worker when an adoption petition has been filed and a child/youth has been placed in an approved adoptive home in Maryland.  This form should be completed in lieu of the county’s tuition contract.  The form must be submitted to the CFSA Education Specialist. 
**Please note that a hard copy of the student’s enrollment packet and any associated change forms should be placed in the child/youth’s CFSA record.**
